Governments
Governments allow you to customize your civilization to match your play style by offering different combinations of slots to elect different types of policies, as well as offering distinct bonuses.

Unlocked through the Civics Tree, the available governments will change as you progress through time. In the beginning, you will have a simple government with only a handful of slots. But as you reach later eras, more slots in different combinations will be unlocked. On top of this, governments have their own special bonuses; the Theocracy government, for instance, will add Religious Strength in Theological Combat, Faith per Citizen in cities with Governors, and allow you to purchase land units with Faith and offers a discount on Faith purchases when active.

Finally, all governments have Legacy bonuses based on how long that government was active within your empire. For example, though you may have moved past the Theocracy government, you will receive a Legacy bonus of Faith discounts based on how long that government was active in your empire’s history. You may switch your government at any time. If you switch to a previously adopted government, you will enter a state of Anarchy.
