Culture Bombs
A Culture Bomb is an action that allows you to wrest control of adjacent tiles and add them to your own empire, even if owned by another player. Tiles gained in this way must be within 3 spaces of your city that is expanding. Tiles that already contain a completed district or wonder do not switch ownership from Culture Bombs. Incomplete district or wonder tiles will switch ownership, but the partially-built contents of those tiles will be destroyed.
